Surface finish on block - useable or no?

Hi Guys, I'd like a consensus on this one. A customer brought me this motor to be built. He had it machined in his town. What do you think about this surface finish with a metal headgasket? I can stripe it with my fingernail. It's nice and consistent but the grooves are deep. Please let me know what you think. I don't want to build a turd. My impression was that an RA of about 15 was acceptable which is I think smoother than this.

I'd go composite head gasket with studs on that one..
