Jdm fenders lights install?

Anyone has a template on the hole in the fender to install jdm light? Or can measure distance from tip of fender to hole & hole to fender edge?

I couldn't figure out a real accurate way to measure how far in from the front of the fender so I just eyed up the beginning of the tape measure to the corner of the fender where it meets the hood like so:

and it gave this measurement:

do any of you know how to remove these tear drop lights without taking the panel off? to change the bulb...
