Could cyclone intake failure cause no start?

Still unable to start my car, wondering if a failed actuator would cause a no start condition? I have a JDM cyclone motor, if it makes any difference.

it doesn't make a difference whether the car starts or not.

mine is a JDM car and cyclone is inactive due to an eprom ECU swap.

it runs and drives good, but just no cyclone.

Cyclone intake (if dual runner) has two sets of runners. That is 8 runners in total. If the actuator fails, you run on the first four runners, without the benefit of the extra four.

Does your engine crank over and rotate but fail to "catch" and continue running?

What is your exact condition from key forward, to crank or no crank, to start/stop of the motor?
