The play you might be feeling is the "normal" play without oil in it... but it might have other play as well....

There should be zero in-out play, even with no oil.

Now I will know, better. Always was told there is normal play without oil on some turbos as the oil adds the variant difference...

Yeah, a little up down play is okay. But on a journal bearing turbo, there should never be any in-out play.
