Look on the inside of the bumper, where it's "falling off". There should be some brackets there. Are they securely mounted?

On the sides where the fenders are the brackets are broken. I was wondering how you could remount the sides since the brackets are broke.

Fab new brackets?

Find some in a junk yard? (I don't think they'd be different from a regular galant, or might be made to work.)

Get a new bumper?

Use a bolt through the plastic and the fender to hold everything together?

Best I can come up with without seeing the situation.

are the tabs broken for the bumper in the fender well? Mine are so I am just going to fiberglass whats left of the tabs and drill new holes through the newly made tabs.

I think the way I fixed that on my 91 (which used to see more than a few bushes with the front bumper - sideways), was to drop a small bolt through from the top and clamp the bumper up with a washer and nut from below. I suppose you could get some simple aluminum brackets made out of material from Home Depot or something. The factory bits that extend down to the bottom of the bumper skin aren't much more durable than an empty beer can.
