Pumps don't technically make pressure, they just move fluid. Restriction builds the pressure, but yes, the pump isn't a positive displacement pump. It can just spin without fluid going anywhere. But like everyone has said, there aren't any ill side affects when blocking off TB, turbo, oil cooler hoses etc.
