where is the best place to top a manual boost(turbonetics) controller? wastegate and intake or wastegate and upper i/c piping?

do you mean tap? You need one of the lines going to the wastegate (which it looks like you know) and the other should go to a vacuum source, preferably directly into the intake manifold.
 

The black turbonetics BC is a joke. Good for an air compressor, bad for a car.
I bought one off eBay, and that was a mistake. Ended up buying a lower shores MBC. Excellant BC too I might add. What a difference.
 

Never had a Turbonetics.... I havent ever had a problem with my Hallman RX pro.
