I just purchased some brand new ITM lifters from fleabay. Are they suppose to be hard to push in before bleeding them?

They're still in the individual plastic they came in. I just tried to push down on it to see if it will compress, and it didn't. I was reading the how to`s on how to bleed them and it seems straight forward. I just didn't know if the lifters I got were defects since it wont compress at all.

So when they are brand new, they're suppose to be really hard to compress before I soak and bleed them?
