t-case overhaul

I just overhauled (bearings and oil seals repalced) my transfer case.
It's already installed on the transmission, but without the rear prop yet.
My question is this:
While turning the front wheels in gear (with all the wheels off the ground), is it normal or abnormal for the t-case output shaft not to rotate?
The tranny and t-case aren't filled with oil just yet, but lubricated.

Yes, all you are doing is turning the spider gears inside the front diff. The actual diff itself is staying still and not turning any gears other than the spiders.
