Is my wastegate shot?

For the last 6 months I have had my wastegate line hooked directly up to the J-pipe. As of recently the car will boost up to 15psi and taper off to about 10psi. For kicks I hooked up the factory boost selenoid, and the car still does the same thing. Is that a sign that I need a new wastegate or should I check something else?

The car is stock accept for a EVO 3 manifold and better fuel pump. I thought stock boost was around 9 psi especially since I hooked the factory boost solenoid back up.

Nope, that's about right with the stock BCS hooked up.
