Terrible Idle

Just picked up 1853 and when I start her up she keeps revving.

Changed the air filter and unplugged the TPS completely and it continued. Other than that she runs great but would appreciate some help. My next guess would be the ECU.

Search "idle surge" on here. There are a couple ways to diagnose and repair it.
