Start with a boost leak test, there is a nice how-to on making a tester on www.vfaq.com.

It could be any large number of things. Search the board and read the vfaq.

Vacuum leak, bad ISC, or improperly calibrated TPS. The good news is all of these can be tested easily. The VFAQ will tell you all you need to know.
