That's an Evo3 16G cartridge that someone swapped the older style turbine housing onto. Which has no real performance difference other than durability, so if the turbine housing has all good threads and isn't cracking around the waste gate hole...it's good to go.
Related note, I just saw Robert at FP post about having the last 3 E3 turbochargers in the country in stock, and selling at a grand. Used in working order at $300 "should" be a steal.
