I had the same problem and had to beat the sh*t out of the thing to get the cable free. After that it took a ton of work with pb blaster and a vice to free the caliper. You might be better off buying a new caliper.
Once I figured out I needed to disconnect the cable and unbolt the e-brake mount, it was simple. After doing that and removing the securing bolt, you can flip open the caliper and replace the pads.
