Sometimes the plastic sleeve in the trottle cable comes out near the throttle body. This wedges into the throttle pulley. Might want to check to make sure that area is free of obstructions.

Changed the cable today and it was a walk in the park, thanks to you guys.
Ive also ditched cruise control for now.
