Yes that's how they are. If you notice the center sleeve has ridges on the edges to lock in the bolt. You're supposed to measure the propper height then tighten. No one ever does that though. I just replace mine last night with a new Billet mount made by Torque Solution. The center sleeve is noticably smaller than the factory unit. 1st impressions is that I hardly notice the mount was changed & I'm very picky when it comes on to ride quality
This will help minimize engine movement. This is really crucial especially the guys running an upgraded turbo where the real estate in the front is almost non-existent. This picture is not of my car. I forgot to take a picture of the mount before I installed it. Once it was installed I couldn't see it anymore due my intercooler piping.
EDIT: I forgot to mention that I had to use a longer bolt on the front of the crossmember. The Torque Solution's mount is significantly beefier than the oem unit.
