A file is fine. A ring filer/grind wheel is ok as well. Just debur the ring after you reach your desired gap.

Also should each ring in its set measure the same?
If 1 compression ring in a set of 4 is in spec should all the others follow?

They should be, but double check them all. And if you are gapping them, it shouldn't matter anyway.
