Looks like an external knock sensor that can retard timing for applications without a built in setup. I had to make something like this for my Fiero using a Camaro/Cavalier knock module, a Grand National knock sensor, and aftermarket for a GN Knock gauge.

Although from what it looks, it's infinitely adjustable, whereas mine was a set step ignition retard depending on severity of knock.
