It has a momentary switch in it if you press the whole button down from the center.

uhmm, looks like the rear wiper switch to me?

 

^ That's what it is. A guy here in town has an evo 2 and I thought that's what it was at first too, but it controls the rear wiper. "ON" and "INT" for intermittent.

and not surprisingly, pushing it down operates the squirter, as clearly pictured, and what would resemble what is printed on the front windscreen wiper stalk.
