The easiest answer to your question is YES.

The long answer is: You need to be sure to not orient your main seals in a manner that places the sealing surfaces over those groves. You can set them further into or not as far into their respected mounting spots. When you install the crank you should do a simple Plastigauge check with the crank and bearings to check the clearance. Be sure to store it oiled and laying flat.

I don't think it's possible to badge the crank as "good" based on a few pictures. Take it to a machine shop and have them check it. They probably won't even charge since it'll take all of 10 minutes.

CHECK THE THRUST!

If there is so much as a little bit of a lip or groove at on the thrust surface, there's a 90% chance it's junk, regardless of how the journals look.
 

From pictures there is no way to tell unless there are obvious grooves that you can feel by dragging your finger nail across the journals. You need to use a crankshaft micrometer to measure it, since crankshaft specs are very precise (less than a thousanth of an inch).
