DLC help

Can someone with Ecmlink V3 measure Voltage on pin 10 in the DLC? This guide says 4.5v, but im getting 12v and the reason for this is I'm getting the "No response received" from Ecmlink.

Got my answer on that just now. 12v shouldn't be an issue. I still can't connect though.

Appears to be a bad cable. Weird because I'm really careful with it. Hell, I've only used it a handful of times lol
