INterior lights and seatbelts INOP until car running??

Interior lights are not coming on and power seatbelts not working until car is started(?). Had my last alternator die and had to limp the car home. ECU was clicking and car was shutting down. Charged battery to 12.6V so I don't know if its possible a fuse.

Any help would be great! Thanks in advance, Russ

EDIT* Sorry! I did a search and found the answer. ALT FUSE blown........
