Headlamp Issue

Had 747 painted last week, when i got it back from the painter, he said he installed the headlights and they turned on, but when he went to hit the hi-beam switch, they blew out. I have checked the headlamp fuse under the hood, replaced it, still nothing. is there anything else I am missing?

Taillights dont work either...sub-fusible link maybe? Where is this located?

40amp fusible link labeled AMP was melted, gonna replace this and see what happens

where was that fusible link located ?

Under the hood...passenger side (for USDM models)... un-cap the fuse box and literally to the left of the headlamp fuse there is a green 40A plug, with curved plastic top, that on the fuse box diagram has the word (LAMP) labled next to it.

This controls power to the headlights, tailights and fogs.
