combination meter?

I am chasing down an electrical issue and am stumped at this point. The draw is coming through the charging system. There is something called the combination meter in the circuit. I am assuming the instrument cluster but am unsure. Anyone know?

I just remembered this happened to 1284 about 6 years ago. I never figured out what really happened, but I installed my own charge back wire and disconnected the factory chargeback wire and my draw went away. I know it's not much help, but it's what I got.
