What would make my Mileage counter bad?

For lack of a better term, What wold make the mileage counter on my car bad? I bought the car with 191k miles and I've put about 1k miles since, and it probably has 2k registered.

I did a trip from my house to the local army base which was a 7 mile trip. My odometer counted 15 miles. Certainly not true, which makes me believe the car doesn't actually have that many miles. I have stock wheel size(I believe) on stock rims, if anything, they may be bigger than oem, which would make the mileage less correct? My MPH reads fairly accurate (2mph difference on speed signs), so it's not the cluster itself..

Any thoughts?

Wonder how many teeth there are, located on the portion of the speedo cable that enters the transmission.
Usually held in with a 10mm bolt, and easy enough to remove if the corrosion factor is not high on your trans case.

Just change out the speedo cable and see if that fixes it.
