I just picked up a low mileage gss-342 pump and I immediately noticed the little restrictor cap on top of the outlet. Looking down at it this seems like it would be a huge restriction. Should I attempt to remove it or is it not actually significant?

Its a old school mod to pull the little cap. Only ill effect is that it takes the pump more time to prime the system as the cap is some what of a check valve to keep all the fuel in the lines from running back into the take. So its going to flow more after you pull the cap and will also make it so the car cranks longer before it will start.

But do I need to pull the cap to have it flow at the rated 255lph? I.e. are the flow numbers that people quote for these referenced to having pulled the cap or no?
