My Evo III 16G has a good amount of side-to-side play, but no in-and-out.
I've only driven the car for less than a month since putting it back on the road (it sat for about 2 years with turbo installed, while the front bumper support was being hacked to accommodate RS FMIC).

The car is down on power, and, I'm wondering is the thing is cursed.
More to the point, what can I do?

Rebuild kit from fleabay?
Something else?

Side/side is usually fine, in/out is bad. If it's making boost without any funny noises or other issues, I would look elsewhere for your power issues.

I also get a nice oil puff when lifting from full throttle.

But, let's say the turbo is fine.
What else should I examine?

Boost leak test? That can cause the turbo to work harder and hotter inducing knock pulling timing and power.

Valve stem seals don't usually cause the motor to be down on power...unless they're leaking so bad that they're flooding the combustion chamber with oil. In my experience, they just created a lot of smoke at idle. Not ideal, but not really going to make the car noticeably slower.
