Plx250 says to wire it to body ground and ignition power (so it turns on and off with the key.)

I assume the red wire on this plug is power, and it's for the ignition, can I splice it into here? (located under the dash/in the steering Collum)

There are better choices near the ECU for power. Since you have the M-250 (which doesn't have a gauge), I assume you'll be running a wire into the ECU for logging, so just wire power/ground/signal near the same spot at the ECU.

I have a gauge with it. That's why I'm trying to keep it near the Apillar

Red doesn't turn on my test light. The blue wire wire does though. Not what I expected!
