Problems taking off front bumper

As easy as this may be we can't seem to taket he front bumper off. We referenced Jon's how to post and a few from searching here yet we can't figure why it's not coming off. This is what we have removed. The connectors/bolts by fenders and splash guards. The two nuts behind the turn signals. The plastic push screws from under the bumper cover. Also the front grill. It appears loose but the bumper won't budge. I'm thinking we're missing a screw/nut or two that wasnt mentioned.

According to the how to diagram it appears there's two bolts going up below the headlights. Is that correct or am I seeing things?

2 bolts with heads that point straight at the ground. Yes. They're just on the outside of where you pulled the nuts off behind the turn signals, (just up past the horns) accessible only from the bottom with about an 18-24" extension and 14mm socket.
