Parking brake cable is stuck..

i took the rear calipers off and had them rebuilt. the driver side was completely seized up..no im trying to re-install them but the driver side parking cable is giving me a hard time..i cant seem to get any kind of slack to slip it over the parking lever.. i loosened up the bolt that connects the cables to the handle... the passenger side cable moves freely.. im searching but cant seem to find any answers. is there an adjustment somewhere that im missing? is the cable just seized up?

well i found my answer like ten minutes after i posted my question... i had no idea the cables seized up like that its never happened to me before /ubbthreads/images/graemlins/bawling.gif
