I thought it might be a fuse and I checked them quick last night but I was blindly pulling fuses and I dont think I got to all of them. From the fuse diagrams it looks like either 9 or 17 in the inside fuse box and im looking for a diagram for the underhood fuse box as well

the thing is i would assume the drivers and passengers seatbelt would be on the same fuse but what would i know.

Check your 100amp fuse, along with the others under the hood. This is the typical problem.
