Well, your map sensor is showing the boost jumping between 20 and 25 throughout the pull. I was thinking the wastegate was weird or maybe the boost controller. Is the map hooked independently close to the IM plenum? Maybe lowering it would get boost more consistent and then you could work on...

If the CAS is physically adjusted correctly so base ignition timing is 5 degrees, it will not change based on the ecu idle setting. The timing jumping around like you see at idle is normal.
