    Only way to really know if your at MBT is to put the car on the Dyno and go to town tuning it. Every car will be different. On my galant MBT at peak torque was around 17degs and peak hp was around 23degs.

    what coils are you running? You may need to replace the boots and coil leads that go to the plugs. I had to replace mine once a year. They are cheap at carquest or any other auto parts store. I ran mine with No CDI box plugs gapped to 26 running e85 at 30psi. Mine was the BR unit.

    Your co2 is low. Put a block off plate between the EGR valve and intake manifold. A egr valve lowers CO2 but raises HC. Your CO2 will go up but HC will go down. You should pass with out a problem. Funny because HC do more damage then CO2 yet the EPA still pushes EGR valves.

    its still usable. Just knock down any high spots with a file and smooth out with sand paper. Those marks are most likley from the piston being tossed around on a work bench.

    How much was the head ported. If the person that ported the head has the idea bigger is better you could end up with a head that has really bad exhaust volocity.
