Can you clock the compressor housing on this turbo? More specifically, can the housing be clocked to run the compressor outlet over the exhaust manifold like the stock 14B/16g/whatever turbos?

Mark's 3052 is clocked and over the manifold like you are talking about. I'm sure there are some pics on his member's ride page.

My 35R w/ FP exhaust housing is clocked the same way.

Yes, there's 6 13mm bolts that you can loosen and turn it however you want. You will want sealant on the bolts, and ideally from the cover to turbo once you find it's final position. They tend to leak from the comp cover.
