Window Frame Repair

Looks like the frame that goes around the driver's side window has a broken weld where it joins the rest of the door...just to the left of the doorlock button. What's the best way to repair this? It looks like a weld but not sure. The result is that the top rear part of the frame doesnt seal at all. There's a 1/4" gap between the rubber on the frame and the rubber around the chassis opening. THanks for any solutions.

Welding may result in burning through paint too, right? I don't see any other good way to do it though except maybe go to a body shop and get some GOOD 3m weld adhesive. They sell products that are meant to glue body parts on, so that may work.
